CE Software was a West Des Moines-based business founded in 1981 as the development arm of the Computer Emporium, a computer hardware and software retailer started by Richard Skeie in 1978. CE Software published Donald Brown's SwordThrust in 1981.

Beginning with just five employees in early 1981, CE Software released as its first major product Donald Brown's SwordThrust, the commercial successor to his earlier Eamon. It also published at least two other game titles in 1981: Mission Escape by Eamon author Jim Jacobson, and Wall Street by Donald Brown. Later products focused on business applications for the Apple Macintosh. The company incorporated in January 1987 under the leadership of founders Richard Skeie, Donald Brown, and John S. Kirk, and the same year released what would become their flagship application, a popular email client called QuickMail.

CE Software sold QuickMail to California-based Outspring at the end of December 2003, and in April 2004 CE went private and became Startly Technologies. Startly continues to offer access to applications such as QuicKeys, a Mac automation tool.

In mid-2021 Startly moved its online presence from startly.com to startlytech.com.
